Policy for Naming of Schools in the Durham District School Board


I was watching Whitby Council this evening as they wasted time on a Motion that should not of been a motion and that is the naming of a school in the Durham District School Board.


The Motion:


"Recommendation to the Durham District School Board to Name the New Brooklin High School after Steve Cosgrove, Local War Veteran


At the February 10, 2014 meeting of Council, Councillors Gleed and Coe gave notice of their motion with respect to naming the new Brooklin High School after War Verteran Steve Cosgrove."

 

Although it makes sense to name the school after the war vet … this did not need to be a motion as a letter by any individual could submit the name.

 

Members of council have been through this process before and have instructed staff to submit a name so it should never of been a motion.

Although I did laugh at Michael Emms attempt to amend the motion by adding lets name a street after the War Vet ... Pat Perkins did say it best  to this request as it will happen regardless in time..

1.0 It is the responsibility of the Ad Hoc Committee to make a school name recommendation to a regular meeting of the Board.

2.0 Schools shall be named or re-named in accordance with the following guidelines, giving consideration to the numbering as being a guide to priority for the source names:

(a) After persons recognized as having made a significant contribution to our society in the region, province, or country. The school will not be named after a current employee of the Board, or a member of the Board, or a member of the immediate family of the foregoing.

(b) A historical name which once applied to the area in which the school is located.

(c) The name of the District which the school will serve.

(d) The name of the street on which the school is located.

Whitby councillor denies employing trickery to win election

I believe in the democratic process so I am posting the Story from Whitby This Week. And since Rob Ford never smoked Crack, oh wait he just admitted he did, I will let the readers decide for themselves.

WHITBY -- Centre Ward Councillor Michael Emm is denying any connection to websites containing offensive statements that his opponent in the last Whitby election claims was registered under his name. Related Stories Former Whitby councillor’s... Former councillor Shirley Scott says her websites, www.shirleyscott.com and www.voteshirleyscott.ca, were “hijacked” and derogatory comments under her name were posted there during the 2010 election. Ms. Scott obtained a police report on the investigation into the websites through a Freedom of Information request, which indicated the site domain name was owned by “the election opponent to SCOTT and winner of the election.”

“I’m stunned that the police would do an investigation without contacting me or my family,” says Coun. Emm, adding the first he heard of the matter was through a media request for interview on Oct. 31.
Following the advice of legal counsel, Coun. Emm says he decided not to comment at the time and instead do some poking around of his own. According to his findings, one of the websites is up for sale and the other is registered to a place in Phoenix, Arizona.

“I’ve had some discussions with some techie people and they said that in this day of Internet, it’s very easy to go and get a web page and register it in someone else’s name,” Coun. Emm says. “That’s the way the Internet works these days -- it’s who can mess around with who.”

According to Ms. Scott, she got a phone call in September 2010 -- just one month before the election -- notifying her that something was amiss on the websites she had used in her previous bid for a seat in 2006.

The site, which was purchased in March 2010 according to the police report, contained some “political stuff which is normal in elections.” But it also contained a section where the writer blathered about other councillors, including references to one’s children burning down a barn and another having a “past in dirty movies,” among other references.

  “I remember thinking how could anybody stoop that low?” says Ms. Scott, upon learning about the disparaging remarks written under her name. Dealing with the hurtful attack on her character, combined with the death of her campaign manager and close friend, dampened her spirits during the tight race.

 Ms. Scott lost the 2010 election by 323 votes. “The heart went right out of me about three weeks before the campaign ended,” she says. “I found it hard to do anything because I was intimidated ... whomever did it, got exactly what they wanted.”

  In the police report, the owner of the site’s name is redacted but the phrase referring to the owner as Ms. Scott’s opponent and winner of the election is not. The case wrapped up this past January when police and an assistant Crown attorney determined there wasn’t enough evidence to prosecute. It is not known who purchased the websites after Ms. Scott failed to renew her rights to the domain names, or who actually posted the content online.

There also wasn’t enough proof that the writings went beyond “nasty election campaigning and entered the criminal fraud world,” according to the report. Coun. Emm, who had not spoken to police regarding the report as of Monday, says he also fell prey to trickery during the 2010 election when his home computer was hacked into. “People do hide behind the Internet,” he says. “Years ago when my dad (former Whitby Councillor Gerry Emm) wanted to have a good row with somebody, they’d pick up the phone and they’d duel it out ... in this day and age, somebody can send you a factitious e-mail.

It’s all too weird.” He believes the perpetrator of the incident involving Ms. Scott’s sites could be linked to another website, www.therealwhitbytowncrier.blogspot.ca, which contains a photo of him and is written in the first person referring to himself as “evil” and confessing to using slanderous statements against his election opponents. “I feel for what Shirley’s going through because since 2010, there’s been this website about me out there ... that’s sitting on the World Wide Web since 2010 and I choose to ignore it,” he says.

Besides a phone call Coun. Emm says he placed to Ms. Scott in 2010 “to give her the courtesy” of knowing he was going to enter his name in the race, he says the two have barely spoken. “If Shirley would like to speak to me, I have no problem speaking with Shirley but she goes out of her way not to speak to me.”

Ms. Scott says she’s not interested in confronting Coun. Emm and hasn’t yet decided if she wants to run in the next municipal election, scheduled for October 2014, but wanted to make the findings of the police report public to clear her name. “All I knew in my heart was I want to know who did this so I can prove to the community that this was not me,” she says.

She encourages Coun. Emm to set the record straight as well by speaking to the owner of the domain, the U.S.-based GoDaddy, and determining who is responsible for the cruel deed. “As the registered person of the site, you are privy to all the financial information ... there’s either a credit card or a PayPal probably so to clear his name, that’s all he has to do.” --

There are people out there that have pictures or were privy to these pictures before all the shenanigans began in the 2010 municipal elections on both web sites and facebook, including attacks on the Mayors opponent that should step up to the plate as this could put this dinosaur to bed. This person knows who he is and should come forward.

In Whitby Politics’ the Shit always rises to the Top!

HI Everyone it's been awhile but this is definatly the news that was expected. In Whitby Politics' the shit always rises to the top an in this case after reading the TorStar Article I think you will agree the Shit comes with a name attached.
As you can see the Domains were registered to Michael Emm and even though you can't prove that he created the harmful content he should be held responsible as it would be he that would give access to someone to create. I think at this time the town has to look at their Code of Conduct procedure, oh wait they don't have one to follow. Other Towns and Cities have a Code of Conduct procedure in place and maybe it's time for one in Whitby especially following the 2010 election and the information that has come to light. I think you'll find out more about who were behind this shameful bashing as you know Michael Emm will not take the full blame and watch his Political Career Crumble. He will take people down with him as I pretty sure thats the type of person this artcle seems to support! It's time for our Mayor Pat Perkins to step up to the plate and ask for Michael Emm's Resignation!!!

Mayor Clears Air on Casino or wants you to Believe the reasons why!

Wow . don't believe it's been over 8 months since I last posted. I must be super busy or I was just waiting an letting the Mayor shot her self in the foot.

On May 24th a story in Whitby this Week -  http://www.durhamregion.com/news/article/1622438--whitby-mayor-clears-the-air-on-casino-decision appeared.

This story has to do with the reasons Pat Perkins pretty much directed Whitby Council to vote against a $750,000 winfall. I realize the word "directed" is not really a democracy but hey who said Whitby Council runs like a democracy.

Her reason's were based on the zoning for a new OLG Slots Facility. She mentioned talking to Mayor Steve Parish and how he was not interested in revenue sharing. If Whitby Happened to have the OLG Slots would Pat Perkin's be so fast to share Revenue that has a large impact on our town, No it would be a resounding "NO". 

What I find funny is how she said and these are her words as printed in the Paper, "We were looking for fairness; what they came back with was anything but. It was cutting out our neighbours in Pickering. We are the Zone, so Whitby in all good conscience could not do that to our neighbours."

I am not sure but I am pretty sure Pat Perkins should be doing what's best for Whitby and turning down a windfall of close to $750,000 is not doing the best for Whitby.

Also the last time I checked Mayor Ryan of Pickering is a pretty good mayor and I am sure does not need Pat Perkins in his corner fighting for him. If Mayor Ryan wanted a deal with Ajax he would have had a meeting in private for Pickering.

Bottom line I actually think Pat Perkins is starting to believe her own reasons for flushing money down the toilet ... Thank goodness Oct 2014 is just around the corner!!

Making 'Cents' of the Arts Centre

Yes, by all means, let’s keep the dream alive of wasting $1.1 million in net loss of taxpayer’s money. Town staff has already reported that’s the amount that would be the annual loss of building and maintaining the Performing Arts Centre. If you bring in a partner at 50% you are still going to lose $550 thousand of taxpayer’s money. If you know any business people who need a large TAX DEDUCTION call them, because this could be it. I am in the business where building the Arts Centre probably would be financially beneficial to me but not at the cost of paying more taxes to maintain an ongoing loss. I am pretty sure there will be a licensed restaurant inside this Performing Arts Centre and we all know how well the Town handled the Sports Garden CafĂ©; oh wait, another losing venture!

To top it off Michael Emm, our one term Centre Ward Councilor, wants to build it downtown on the site of the old fire hall, where the parking will be inadequate for this endeavor. Even if you build an Underground parking lot you will have to charge people to park so it justifies building the Parking lot. I’m sure it would be free parking at first but then the town will look at it as a revenue generator and guess who will pay again? You guessed right YOU and ME! For the past  20 years I’ve heard the same rubbish about revitalizing the downtown core. It’s looking better than it has in the past, but if you want to revitalize the downtown core have your shops open a little longer, clean up the mess that hooligans create every weekend and give people a reason to go downtown again.

My Point is if you know it’s going to cost taxpayers around $1.1 million in net losses why would you even suggest the idea or support it?  Would you?  Apparently our Centre Ward Councilor does!!!!!

Milk Carton Pat

Seems "Milk Carton" Pat is trying to hide the facts again according to Davina Jones our Political Watchdog! 


 "Council meeting Monday May 7…the part that people are talking about: the first unsettling thing I noted was that during a discussion on economic development, Councillor Drumm mentioned that 3600 jobs have been lost in Whitby and I felt that the Mayor’s response was extremely unprofessional. This was surprising to me because it seemed that everyone on the “TV stage” were on their best behaviour in front of the cameras. Councillor Drumm next raised the issue of the $94K (which we know was infrastructure money that was re-directed from much needed projects to the performing arts feasibility study), this was in September 2009. Councillor Drumm also mentioned another study for performing arts that was convened in 2010. Peter Lebel advised that the results of these studies will be available before the summer. Apparently the studies are going to pinpoint a site (whether taxpayers want it or not and can afford it or not doesn’t seem to be of concern). Then Councillor Drumm commended the Mayor for going to France to find economic opportunities, but mentioned that he was embarrassed that as Deputy Mayor he was not advised that the Mayor was leaving the country and that, Councillor Drumm was taken back when a member of the public approached him in a coffee shop asking why he wasn’t in France with the mayor. The Mayor, who doesn’t appear to want to answer some things, became openly hostile. She tried to turn it around by saying that Councillor Drumm didn’t have the courage to come to her when to me that was exactly what she had done to him by taking off the way she did. It was rather stunning to watch the mayor behave in what I felt was a very unprofessional manner. The lack of respect was surprising, especially when you consider that Councillor Drumm has been one of the best, most trustworthy, hard working and caring Councillors representing the taxpayers of Whitby admirably for over 35 years now. It just further goes to demonstrate what I have been telling everyone…TRANSPARENCY, MY FANNY!"

Vote just happened for step 1. Step 2 should be even easier than step 1 as now Regional Council has agreed with the people of Durham Region and thus all municipalities should follow their lead. It passed 24 - 2 ( two no shows ) and one of those no-shows was our Whitby Mayor Pat Perkins the people of Whitby need to ask their Mayor why she was not there to vote. The empty seat below belongs to Whitby Mayor Pat Perkins during the public deputations and of course before the vote. She magically appeared after the vote was recorded. Before:
Opps there she is of course the vote was already recorded before she took her seat!
This again is the easiest vote the Municipal Councillors should ever have to make as they have been told which way to vote.
